    Wolfenbarger was born in Tampa, Florida.[1] She was commissioned in as a graduate of the U.S. Air Force Academy, and began her career in acquisition as an engineer at Eglin Air Force Base, Florida.[2] Along with her various duty assignments she furthered her education with a Master of Science degree in aeronautics and astronautics from the Massachusetts Institute of Technology in and another Master of Science degree in national resource strategy from Industrial College of the Armed Forces in She is also a graduate of the Air Command and Staff College. Her major awards and decorations include the Legion of Merit and the Meritorious Service Medal.[3]

    Wolfenbarger was the U.S. Air Force's highest-ranking woman, a distinction held until January 1, , by Lt. Gen. Terry Gabreski, whom Wolfenbarger succeeded at Wright-Patterson.

    Janet C. Libby Wolfenbarger was born in Beavercreek, OH, in , the daughter of Eldon and Shirley Libby. Janet graduated from Beavercreek High School in and then entered the U.S. Air Force Academy in the first class to have female cadets. She graduated from the Academy in with a Bachelor of Science degree in Engineering Sciences and was commissioned as a Second Lieutenant. Her first assignment was serving as an Intelligence Analyst at Eglin AFB, FL.

    Wolfenbarger has served in a variety of assignments at Headquarters Electronic Security Command and Air Force Systems Command. She has held several positions in the F System Program Office at Wright-Patterson AFB, OH; served as the F Lead Program Element Monitor at the Pentagon; and was the B-2 System Program Director for the Aeronautical Systems Center, Wright-Patterson AFB.

    She commanded ASC's C Systems Group, Mobility Systems Wing; was the Service's Director of the Air Force Acquisition Center of Excellence at the Pentagon; and then served as Director of the Headquarters AFMC Intelligence and Requirements Directorate, Wright-Patterson AFB.
